Housing Rehabilitation Loan Program for Low- to Moderate-Income Property Owners
The Town of Plainville has limited funding available to administer a Housing Rehabilitation Loan Program. This Program funding originated from HUD and is administered through the State of Connecticut Department of Housing.
The Program provides funding to income eligible property owners for housing related repairs. Property owners must meet income guidelines based on household size to participate. Additional requirements apply including but not limited to eligibility of proposed repairs, sufficient equity, paid taxes. Income limits are based on gross income for all household members 18 and older that are not full-time students. Income limits are as follows: 1-person household: $68,250; 2-person: $78,000; 3-person: $87,750; 4-person: $97,450; 5-person: $105,250; 6-person: $113,050.
Eligible repairs include but are not limited to safety and code compliance, lead paint mitigation, asbestos abatement, roofing, siding, doors & window replacement, plumbing, electrical and heating upgrades, insulation & weather proofing to mention a few.
Funding is provided as a 0% interest, deferred payment loan, to eligible owner-occupied residents. Deferred payment loans require no monthly payments and accrue no interest. Payment is due upon transfer of title, sale of property, refinance, if the property is no longer their primary residence, or upon the owner’s demise.
