Town Clerk Releases Explanatory Text for Middle School of Plainville Renovations and Improvements Ahead March 19, 2024 Referendum

EXPLANATORY TEXT - TUESDAY, MARCH 19, 2024, REFERENDUM VOTE

Question Presented:

“SHALL THE TOWN OF PLAINVILLE APPROPRIATE $61,915,000 FOR RENOVATIONS AND IMPROVEMENTS TO THE MIDDLE SCHOOL OF PLAINVILLE, AND AUTHORIZE THE ISSUE OF BONDS AND NOTES TO FINANCE THE PORTION OF THE APPROPRIATION NOT DEFRAYED FROM GRANTS?”

Explanation:

On February 13, 2024, an Ordinance was adopted by the Plainville Town Council entitled “Ordinance Appropriating $61,915,000 For Renovations and Improvements to the Middle School of Plainville, And Authorizing The Issue Of Bonds And Notes To Finance The Portion Of The Appropriation Not Defrayed From Grants”, to be submitted as the Question Presented, set out above, for approval or disapproval by vote of qualified electors on the voting machines of the Town of Plainville on Tuesday, March 19, 2024, between the hours of 6:00 a.m. and 8:00 p.m., at the Plainville Firehouse, 77 West Main Street. Electors approving the Ordinance will vote “Yes” and those opposing the Ordinance will vote “No”. Absentee ballots may be obtained from the Office of the Town Clerk.

If approved the Ordinance will appropriate a total of $61,915,000, to be funded from grants and borrowings as described below, for costs related to the design, construction, acquisition, installation, furnishing and equipping of renovations and improvements to the Middle School of Plainville so as to qualify the project for “Renovate as New” status under the State of Connecticut school building project grant program. The estimated State reimbursement is $36,200,760, and the cost to the Town of Plainville is estimated at $25,714,240. The Town of Plainville’s project costs are anticipated to be funded from the issuance of the Town’s bonds and notes. The appropriation may be spent for design, construction, acquisition and installation costs, equipment including, but not limited to, building systems and technology equipment, furnishings, materials, site improvements, architects’ fees, engineering and other consultant fees, legal fees, grant application and administration costs, net interest on borrowings and other financing costs, and other expenses related to the project.
